The invention provides a circulating type comprehensive utilization system for rainfall flood resources. The system comprises a plurality of circulating water collection units arranged on the two sides of a road, each circulating water collection unit comprises water collection holes, water seepage pipe and a water storage pool, the water collection holes are formed in the road surface, a soil layer and a water storage layer are further arranged below the road surface, the water seepage pipe is arranged in the middle of the soil layer, the water collection holes communicate with the water seepage pipe through communicating pipes, the water storage pool is arranged below the soil layer, the other end of the water seepage pipe communicates with the water storage pool, and the side face of the water storage pool communicates with the water storage layer of the road. When it rains, rainwater on the road surface enters the water seepage pipe through the water collection holes, and when therainfall capacity is large, the rainwater enters the soil layer when flowing in the water seepage pipe, the rest rainwater enters the water storage pool, the excessive rainwater enters the water storage layer through overflow holes, and the water in the water storage layer enters the soil layer, so that the effect of planting green plants on two sides of the road is facilitated, and the comprehensive cyclic utilization of rainfall flood resources can be completed.
