The invention provides a self-monitoring cement-based composite material which comprises carbon fibers, titanium slag and a cement-based material. The invention also provides a preparation method thereof and the method comprises the step of uniformly mixing the raw materials, and the raw materials comprise carbon fibers, titanium slag and a cement-based material. By adopting the method provided bythe invention, the titanium slag can be effectively applied to the field of self-monitoring cement-based composite materials, and effective utilization of the titanium slag waste residues is realized.
