The invention relates to a dustproof and noise-proof device for a building construction site. The dustproof and noise-proof device comprises a shielding plate and a limiting plate, a rotating shaft isarranged on the top side of the shielding plate, a top plate is installed at the top of the shielding plate through the rotating shaft, a built-in plate is inserted into the top plate, storage cavities are formed in the front side and the rear side of the shielding plate, and air springs are hinged into the storage cavities. The top ends of the air springs are connected to the built-in plate, a storage groove is formed in the inner surface of the shielding plate, so that the top plate is stored in the storage groove after rotating downwards, an inserting groove is formed in the bottom of thestorage groove, a front mark seat and a rear mark seat are further arranged at the bottom of the inner side of the shielding plate, position reference can be conveniently formed when a construction pavement is punched, and the functionality is improved; and the two mark seats can further used for recycling pull cloth, foot nails can be lifted upwards when the two mark seats rotate inwards, the used tool can be limited on the inner side of the shielding plate through the lifted foot nails at the moment, and therefore the functional structure is expanded.
