The invention relates to an anti-falling temporary fence and a using method. The anti-falling temporary fence comprises a fence frame and a fence plate located in the fence frame, the upper edge of the fence plate is hinged to the upper frame of the fence frame, and a first friction body is arranged on the side edge and/or the bottom edge of the fence plate. The anti-falling temporary fence further comprises a second friction body, a force application rod which is located on the side, away from the first friction body, of the second friction body and a spring ejecting the force application rodto the second friction body, the second friction body is fixedly arranged in the wind power direction, the second friction body is connected with the first friction body in a clamped mode, and the second friction body is provided with a guide inclined surface through which the first friction body passes when swinging in the wind power direction. According to the anti-falling temporary fence, theinclined planes of the first friction body and the second friction body are matched with each other, so that the fence plate swings in the wind direction when the wind is strong, the wind action on the fence is reduced, and the fence is prevented from falling down; and by arranging a damping rod and a constraint ring, the swinging speed of the fence is reduced, and the stability of the fence is further improved.
