A cement-based foam insulation board comprises a center layer and surface layers located on the upper side and the lower side of the center layer, the center layer is made of foam cement with the thickness of 3-5 cm, the surface layers are formed by mixing building waste powder, cement and water according to the volume ratio of 1: 0.5-2: 13, the thickness of the surface layers is 3-10 mm. A steelwire mesh or a glass fiber mesh is embedded in at least one surface layer. By the adoption of the cement-based foam insulation board, the surface layer is reinforced through the steel wire mesh, the firmness degree of the surface layer is improved, even if cracks appear on the surface layer, the surface layer can be easily connected through the steel wire mesh and is not prone to breakage, and slope surface covering integrity is easily kept. The building waste is used as filler aggregate, the strength of the product is enhanced while the waste is recycled, the weight of the product is reducedby adopting the foamed cement in the middle, and transportation and construction are facilitated.
