The device comprises: a device main body having a hollow interior; a stirring part which is rotationally arranged in the device main body; wherein the stirring part comprises a rotating shaft arranged in the device body in a self-rotating mode, two connecting pieces are arranged in the rotating shaft in a sliding mode, stirring assemblies are hinged to the two sides of the two connecting pieces respectively, and the stirring assemblies on the sameside of the two connecting pieces are both connected to connecting blocks in a rotating mode; the connecting block abuts against the inner wall of the device body. The connecting piece is arranged inthe device main body in an up-down sliding manner and is elastically arranged in the device main body; a piston cavity is further formed in the rotating shaft, pistons are slidably arranged on the twosides of the interior of the piston cavity correspondingly, and the pistons on the two sides are connected to connecting pieces correspondingly; and a communicating opening communicating with the interior of the device main body is formed in the middle of the piston.
