The invention relates to the technical field of closestool flushing, and provides a closestool flushing device and a closestool. The closestool flushing device comprises a flushing assembly, which comprises a first flushing pipe, a second flushing pipe and a third flushing pipe which are communicated in sequence, wherein the first flushing pipe is provided with a first transmission part coaxial with the first flushing pipe, a second transmission part coaxial with the third flushing pipe is arranged on the third flushing pipe, and the first flushing pipe and the third flushing pipe can rotate;a water tank assembly which comprises a water tank filled with water and a connector communicated with the interior of the water tank, wherein the connector is communicated with the first flushing pipe and/or the third flushing pipe; and an angle control assembly. The closestool is provided with the closestool flushing device. By the adoption of the technical scheme, water columns can directly flush the side wall of the closestool inner container from multiple angles, and sanitation dead corners are avoided; in addition, the hole diameters of the first spraying hole, the second spraying hole and the third spraying hole for spraying water are small, so that the water flow is reduced, and water is saved; and meanwhile, the water pressure of the water columns can be enhanced, and the cleaningcapacity is improved.
