The invention provides a composite interior and exterior wall decorative surface layer and a using method thereof, and belongs to the technical field of building materials. The problems that during existing building construction, concrete pouring and interior and exterior facing construction are carried out in two steps, a formwork for concrete pouring needs to be detached after pouring is completed, and the construction efficiency is affected are solved. A plurality of connecting lugs are fixedly arranged on one surface of the decorative surface layer; and the decorative surface layer comprises a heat preservation layer, a waterproof layer, a mesh surface layer and an outer decorative layer. According to the composite interior and exterior wall decorative surface layer, the heat preservation layer, the waterproof layer, the mesh surface layer and the outer decorative layer of a wall body are integrally manufactured, an existing concrete pouring formwork is replaced for use, and the formwork does not need to be detached after pouring is directly carried out; and meanwhile, the construction step of inner and outer decorative surfaces is eliminated, and the operation efficiency of building construction is greatly improved.
