The device comprises a vertical cylinder and a control terminal; the control terminal is arranged above the front end of the vertical cylinder; a rotating device is installed at the top end of the vertical cylinder; the rotating device comprises a sleeve, a rotating shaft, a first bevel gear, a rotating handle, a second bevel gear, and a spirit level; and the lower end of the outer wall of the first bevel gear is engaged with the second bevel gear.
