The invention belongs to the technical field of ocean building engineering, and discloses a high-dispersion organic-inorganic composite powder water repellent and a preparation method thereof. The high-dispersion organic-inorganic composite powder water repellent is mainly composed of the following components in percentage by mass: 45-55% of an inorganic porous material, 40-50% of organosilane, 3-6% of an alcohol sealant and 0.5-3% of a surfactant. The method comprises the following steps: carrying out microwave irradiation and acid treatment on an inorganic porous material, adding organosilane, a surfactant and water in a vacuum environment, and carrying out uniform stirring; and keeping a vacuum environment, adding an alcohol sealant, and successively carrying out uniform stirring, filtering and drying to obtain the required water repellent. The apparent density of the water repellent is 1.8-2.1 g/cm<3>, so the hydrophobicity of cement is improved, and the erosion resistance of the cement is improved. The contact angle of modified cement paste is 100-135 degrees, and the diffusion coefficient of chloride ions is 0.1-0.3 * 10<-12> m<2>/s.
