The invention provides a deep excavation cutting and a controlled blasting excavation construction method thereof. A blasting excavation system is composed of four parts which are an extraction type drainage device, a rapid blast hole feeding and blocking device, a flying stone covering protection system and a ballasting double-row protection system. Collected water in a blast hole is pumped out through the extraction type drainage device, emulsion explosives are added through the rapid blast hole feeding and blocking device, and yellow mud is filled for blocking, the flying stone covering protection system covers the portion above the blast hole, the ballasting double-row protection system is arranged between a housing building house needing to be protected and a blasting area, and therefore existing buildings are prevented from being damaged by flying stones in the blasting process; and according to the deep excavation cutting and the controlled blasting excavation construction method thereof, the blast hole is high in drainage efficiency, charging and blocking are easy to operate, large-scale flying stones cannot be generated, the influence of blasting on the surroundings is small, the safety coefficient is high, and good economic and technical benefits are achieved.
