The invention relates to a pore-forming device and a pore-forming method for a pre-stressed steel bundle preformed hole, and relates to the technical field of concrete engineering construction. The pore-forming device is used for a concrete structure of a steel template. The pore-forming device comprises a steel main beam and a steel cylinder, wherein the steel main beam is horizontally arranged above the steel template; the two ends of the steel main beam are fixedly equipped with a steel beam separately; the bottom surface of each steel beam abuts against the top surface of the steel template; the top end of the steel cylinder is perpendicularly fixed on the steel main beam, and the bottom end surface of the steel cylinder is sealed; and a spiral rubber strip is wound in the peripheral direction of the steel cylinder, and is inserted into the concrete structure to form the pre-stressed steel bundle preformed hole. The pore-forming device and the pore-forming method can simply and efficiently realize forming of the pre-stressed steel bundle preformed hole with a large diameter and a long depth.
