The invention relates to an adjustable windproof guardrail device and a windproof guardrail system. The device comprises a mounting base, an upper wind shield rotating mechanism arranged at the top of the mounting base, a lower wind shield rotating mechanism arranged at the bottom of the mounting base and a mounting base turnover mechanism in transmission connection with the mounting base. The system comprises a plurality of adjustable windproof guardrail devices which are arranged in parallel. Compared with the prior art, the windproof guardrail can be installed in a special wind-prone zone and a large-span bridge zone, for the special wind-prone zone, the wind-induced damage degree of the guardrail can be reduced by adjusting the angle, and the service life of the windproof guardrail is prolonged; for a large-span bridge zone, the horizontal angle can be adjusted to reduce aerodynamic force load borne by the bridge when the bridge encounters large-grade wind, and the safety of the whole structure of the bridge is guaranteed.
