The invention discloses a safe and energy-saving portable road construction warning sign which structurally comprises a fixing base, a display screen and a solar cell, the side face of the bottom of the display screen is connected with the fixing base, the top of the display screen is connected with the solar cell, the fixing base comprises a transverse rod, a vertical rod and a sucker, and the top of the sucker is connected with the transverse rod through the vertical rod, the transverses rod is connected with the side surface of the display, the sucker comprises a nut, a screw rod, a sealing cover and a piston, the piston is arranged in the sealing cover, the piston is connected with the bottom of the screw rod, the screw rod penetrates through the vertical rod to be matched with the nut and is connected to the cross rod, and an isolation cavity and an annular cavity in the top of the sealing cover are formed in the sealing cover; the warning sign has the beneficial effects that sealing can be formed between the cement floor and the sealing cover by extruding the soft mud, the adsorption fixing effect is guaranteed, the influence of strong wind on the warning board is avoided, the warning sign can be fixed in situ, the soft mud can be recycled through the opening and closing structure, and waste is prevented.
