The river surface floating object cleaning and recycling device structurally comprises a recycling device, a collecting barrel and a driving device, wherein the recycling device is arranged above the driving device, the bottom end of the recycling device is connected with the top end of the driving device, and the collecting barrel is arranged in the middle of the recycling device. The river surface floating object cleaning and recycling device is driven by a four-way water wheel, so that the device can flexibly move and change the direction, then floating objects are adsorbed in a circulating water absorption mode, and therefore the floating objects can be easily collected into the collecting barrel.
