The invention discloses a water retaining device for hydraulic engineering construction. The water retaining device comprises a bottom plate, wherein a controller and a driver are arranged on the bottom plate; an electric telescopic rod is arranged at the output end of the driver; a connecting plate is arranged at the telescopic end of the electric telescopic rod; a first connecting rod is arranged on the connecting plate; a fixing plate is arranged on the bottom plate; a water retaining plate is rotationally arranged on the fixing plate; a second connecting rod is arranged on one side of the water retaining plate; and a push rod is rotationally arranged between the first connecting rod and the second connecting rod. The whole device is moved to a construction site by a constructor, the start and stop of the driver can be controlled by the controller, and the extension of the electric telescopic rod is controlled by the driver; and since the push rod can rotate between the first connecting rod and the second connecting rod, the push rod can push the water retaining plate to be erected on the fixing plate in the extension process of the upper connecting plate at the telescopic end of the electric telescopic rod, the water retaining plate can be supported by the push rod, and the water isolation effect of the water retaining plate is guaranteed.
