The invention discloses a flood control wall combined with bridge paving and a construction method. The flood control wall comprises a bottom plate, an anti-seepage wall, a partition plate, a bridge and pier walls. The bottom plate is buried in the dike top of a dike; the anti-seepage wall is connected with the bottom plate; the anti-seepage wall extends along the arrangement track of the dike; the anti-seepage wall separates the waterside and the backwater side of the dike; a plurality of gates arranged at intervals are arranged on the anti-seepage wall; opening and closing of the gates are used for controlling opening and closing of the waterside and the backwater side of the anti-seepage wall; the partition plate and the bridge are arranged on the anti-seepage wall and extend along the arrangement track of the anti-seepage wall; the partition plate is arranged below the bridge; the pier walls are connected between the bottom plate and the partition plate; the multiple pier walls are arranged on the waterside and the waterside of the anti-seepage wall correspondingly; and the multiple pier walls are arranged in the extending direction of the anti-seepage wall in a spaced and separated mode so that multiple commercial land spaces can be formed through division.
