The invention relates to a circulating water pipe cooling system in new unit original site reconstruction and a construction method. The circulating water pipe cooling system is used for assisting in construction of an original site reconstruction unit circulating water pipe and is characterized by comprising a condenser, a cooling device and a reconstruction water pipe communicating with the condenser and the cooling device, wherein the reconstruction water pipe is used for cooling circulation of an original unit and comprises connecting pipe sections, a first pipe section, a second pipe section and a third pipe section, wherein the first pipe section, the second pipe section and the third pipe section are sequentially connected; the pipe top elevation of the first pipe section and the pipe top elevation of the third pipe section are both lower than the ground; the pipe bottom elevation of the second pipe section is higher than the ground; the two connecting pipe sections are arranged at the two ends of the second pipe section correspondingly and used for connecting the first pipe section with the third pipe section; and during construction, a circulating water pipe cross section is turned upwards from the underground to the ground in advance to form the second pipe section. Compared with the prior art, the circulating water pipe cooling system has the advantages of improving the new unit reconstruction efficiency and the like.
