The invention provides a breach plugging device. The device comprises a supporting piece and a plurality of blocking pieces which are arranged on the supporting piece and can move up and down relative to the supporting piece, and further comprises limiting pieces arranged on the supporting piece and/or the blocking pieces, and the limiting pieces are arranged to prevent the blocking pieces from moving downwards when in a limiting state. The device can be quickly deployed at a breach when the breach occurs in a dam, thrown sealing and filling objects are prevented from being flushed away by high-speed water flows at the breach, and the breach sealing and filling efficiency and the sealing and filling quality are improved. The device can be manufactured, stored and used in a modular mode, is low in cost, can be manufactured in advance and stored near the dam, and can be deployed on the dam in a flood season so as to quickly take actions on a possible breach. The structure is simple, convenient and reliable, maintenance parts are few, the field failure rate is low, and the device is suitable for batch storage for use in emergency.
