The invention relates to a rainwater collection and permeation system for preventing ground settlement and deformation. The rainwater collection and permeation system comprises a foundation and an external remote control switch for controlling the rainwater collection and permeation system to operate, wherein the bottom of a ground layer is connected with the top of the foundation through a supporting column; a water cavity, a sludge cavity and an overturning and filtering assembly are arranged in the foundation; a separation bulge is arranged between the water cavity and the sludge cavity; the overturning and filtering assembly is fixed on an inner side wall of the foundation; the overturning and filtering assembly is arranged just above the separation bulge; at least one water guide pipe is arranged on a side face, close to the overturning and filtering assembly, of the ground layer; the water guide pipe is arranged above the overturning and filtering assembly; the overturning and filtering assembly is used for carrying out overturning and filtering treatment on water flowing out from the water guide pipe; and the filtered water and sludge impurities are guided into the water cavity and the sludge cavity respectively. When the rainfall is relatively great, the water cavity and the sludge cavity are arranged and solid-liquid separation is carried out on permeated ground accumulated water, so that the occurrence of the ground settlement and deformation is effectively avoided.
