The invention relates to an inverted mounting device for lining steel plates of a pressure regulating water tower and a construction method of the inverted mounting device. The inverted mounting device comprises a foundation and an operation platform arranged on the foundation, wherein a plurality of circles of tower body tiles are vertically and sequentially arranged on the operation platform in an overlapped mode; each circle of tower body tiles comprises a plurality of lining steel plates, and the plurality of lining steel plates are sequentially connected end to form a closed area; a plurality of lifting assemblies are arranged on the operation platform and correspond to the multiple lining steel plates in each circle of tower body tiles; and the lifting assemblies are used for lifting the tower body tiles located on the lowermost layer every time. The inverted mounting device has the advantages that the mounting construction period of the pressure regulating water tower can be shortened, and the operation difficulty of operators is lowered.
