The invention provides a shutter curtain and a lower rail of the shutter curtain. The lower rail comprises a long frame body, an accommodating space, at least two rope holes, a long counterweight piece and a long sheet, wherein the long frame body is provided with a top wall and two side walls; the accommodating space is formed between the top wall and the two side walls; the at least two rope holes are formed on the top wall of the frame body and communicated with the accommodating space; the long counterweight piece is arranged in the accommodating space; and the long sheet is embedded on the bottom surface of the frame body. The tail ends of a pull rope and a ladder rope/ladder belt of the shutter curtain penetrate into the accommodating space of the frame body and are connected with a fixing piece.
