A reset space is arranged on the left side of the temporary storage space, a control space is arranged on the lower side of the reset space, a valve device is arranged in the control space, an air draft space is arranged on the left side of the reset space, and an air draft device is arranged in the air draft space, so that algae residues deposited at the water bottom can be collected, and the algae residues are prevented from rotting at the water bottom and releasing algal toxin to pollute the water body; and meanwhile, the device can utilize microorganisms to quantitatively treat the collected algae residues in batches, algal toxin is removed, the algae residues are processed into non-toxic fertilizer, and then the non-toxic fertilizer is transported to the water surface through floating balls.
