The device is characterized in that a gear rack device with a one-way stop device is arranged in a foundation stand column with an inner cavity channel, and a rack is used for pushing an outer sleeve assembly provided with an anti-blocking block sleeving frame and a stand column sleeve; problems that an existing wave-shaped beam guardrail can only be heightened step by step and needs to be disassembled when adjusted can be solved, side face driving, free adjustment and reliable positioning in the height direction of the wave-shaped beam guardrail can be achieved by converting rotation into linear motion through gears and racks and adopting the one-way rotation reverse self-locking performance of a one-way stop device similar to a ratchet wheel, and the wave-shaped beam guardrail is convenient to operate and high in practicability; installation is simple, and construction efficiency can be greatly improved.
