The invention provides a tool for forming a railway track plastic vibration isolator. The tool comprises a rack (1), a pressing assembly (2) and a bearing plate (3), wherein the pressing assembly (2) is mounted on the rack (1) and comprises a telescopic cylinder (2-1), a mounting plate (2-2) and a pressing plate (2-3), the two ends of the telescopic cylinder (2-1) are connected with the mounting plate (2-2) and the rack (1) respectively, and the mounting plate (2-2) is connected with the pressing plate (2-3), so that the pressing plate (2-3) is driven by the telescopic cylinder (2-1) to move up and down in a reciprocating mode; and the bearing plate (3) is mounted on the rack (1), arranged under the pressing assembly (2) and used for placing the railway track plastic vibration isolator (6). Through cooperation of the pressing assembly and the bearing plate, the railway track plastic vibration isolator is stressed in a reciprocating mode, and therefore, the forming result of the railway track plastic vibration isolator is guaranteed.
