The invention discloses a steel bar positioning device for civil engineering. The device comprises a bearing assembly, the left side and the right side of the upper portion of the bearing assembly are each provided with a connecting assembly, the outer sides of the connecting assemblies at the two sides are each vertically provided with an adjusting device in a connected manner, and a first side frame is installed above the outer side of the adjusting device at the left side; and a second side frame is installed above the outer side of the adjusting device at the right side, a bending device is installed in the first side frame, a cutting device is installed above the interior of the second side frame, a dust suction device used in cooperation with the cutting device is further installed below the interior of the second side frame, and the front end and the rear end of the position between the connecting assemblies at the two sides are each connected with a positioning assembly. According to the device, parallel positioning of double rows of steel bars can be conducted through the positioning assemblies at the two sides in the device, the accuracy of preliminary positioning of the steel bars is further improved, and therefore the subsequent concrete pouring effect is guaranteed; and meanwhile, the bending device and the cutting device required by steel bar construction are arranged in the device, so that the construction efficiency is further improved.
