The invention discloses a water retaining cofferdam for flood control and emergency rescue. The water retaining cofferdam comprises a cofferdam base, cofferdam anchoring areas and a cofferdam main water retaining area, wherein the cofferdam base is laid on the ground, the cofferdam anchoring areas are vertically laid on the surface of a wall, and the cofferdam main water retaining area is arranged between the cofferdam anchoring areas, is vertically laid and is used for retaining water; and the cofferdam base and the cofferdam anchoring areas are fixed to the ground and the wall through anchoring components respectively, and the cofferdam main water retaining area is fixed by means of the cofferdam anchoring areas on the two sides. The water retaining cofferdam can be arranged into different shapes and structures according to terrain characteristics, has good attachment performance, can be tightly attached to terrains and structures in any shape, is simple in overall structure, rapid and convenient to assemble and disassemble, reasonable in structural form, safe, stable and reliable in connection sealing, and does not affect road traffic or damage the urban environment.
