The device comprises a bridge floor, a damping cushioning device group, a bridge floor support body and a base, wherein the bridge floor support body is arranged on the base, the damping cushioning device group is arranged between the bridge floor and the bridge floor support body, and the damping cushioning device group comprises a first damping cushioning device and a second damping cushioning device; the first damping cushioning device and the second damping cushioning device are obliquely arranged; a first reinforcing rod and a second reinforcing rod are arranged on the first damping cushioning device and the second damping cushioning device, the upper end of the first reinforcing rod and the upper end of the second reinforcing rod are arranged on the bottom wall of the bridge floor, and the first reinforcing rod and the bridge floor supporting body sequentially comprise an upper reinforced concrete slab layer, an anti-seismic layer and a lower reinforced concrete slab layer from top to bottom; and the upper surface and the lower surface of the anti-seismic layer are not located on the same horizontal plane.
