The invention relates to the technical field of ruling machines, and in particular relates to a road and bridge ruling machine which comprises a storage tank, a working rack, a first mounting plate, a first conveying pipe, a three-way pipe, a water pump, a connecting pipe, a first screw rod, a sleeve, a first bearing seat, a second driving machine, a first ruling nozzle and a first flexible cleaning brush. Through the sleeve and the first screw rod, the first mounting plate moves back and forth, so that the first ruling nozzle and the first flexible cleaning brush are adjusted to move back and forth to a proper position, the first flexible cleaning brush is driven to rotate through the second driving machine, and then a road is cleaned; through the water pump, slurry in the storage tank is conveyed into the first ruling nozzle along the connecting pipe, the water pump and the first conveying pipe and sprayed out, a road needing ruling can be cleaned through the first flexible cleaning brush, ruling is conducted on the cleaned road through the first ruling nozzle, cleaning and ruling are conducted synchronously, the labor intensity is reduced, and the ruling quality is improved.
