The invention provides a water resource utilization system for rainy hilly areas. The water resource utilization system comprises a water purifying pool, a water storage pool, a power generation system, a water storage well and a water mixing pool, wherein the water purifying pool, the water storage pool and the power generation system are arranged on a mountain body, and the water storage well and the water mixing pool are arranged on the ground; a plurality of water blocking bodies surrounding the mountain body are arranged on the mountain body at intervals from top to bottom; the water blocking bodies are provided with drainage channels; the drainage channels are provided with hydroelectric generation devices for transmitting electric energy into power storage devices; the water purifying pool supplies water to residents on the mountain body through a first pipeline system; the water storage pool supplies water to cultivated land on the mountain body through a second pipeline system; a water source in the water storage well is introduced into the water purifying pool through a first water body conveying device, and a water source in the water mixing pool is introduced into the water storage pool through a second water body conveying device; i rainy seasons, rainwater on the mountain body is intercepted through the multiple water blocking bodies, the rainwater is used for driving the hydroelectric generation devices to generate power, and the electric energy is stored in the power storage devices to be used by the residents; and the problem of domestic water and irrigation water of the residents is solved, and water resources are fully utilized.
