The invention discloses a composite reinforcing method for a soft clay side slope. The composite reinforcing method comprises the steps that multiple rows of inclined and downward cement soil mixing piles are inserted along the slope surface of the side slope, and the construction process of the cement soil mixing piles comprises the steps that a pile frame is fixed, the inclination angle of a guide frame is adjusted, a mixer is made to conduct mixing, soil cutting and drilling along the guide frame, and after drilling is conducted to the designed depth, a mortar pump is started to press cement paste into soil, slurry is sprayed while rotating and stirring, and a stirring head is lifted according to a certain speed until the stirring head is lifted to the slope surface; after construction is finished, the cement soil mixing piles are maintained; and then drilling construction of an anchor rod is conducted in the axis direction of each cement soil mixing pile, the anchor rod is inserted into a hole, normal-pressure grouting is conducted in a gap between the anchor rod and the hole wall, after grouting is completed, and after the grouting body reaches the specified strength and the anchor rod body is tensioned, the end of the anchor rod is fixed to the outer side face of the side slope, and composite reinforcement of the side slope is completed. By optimizing the construction process, the bearing capacity of the anchor rod can be improved, the side slope can be reliably reinforced, meanwhile, the working efficiency is high, and the effects of saving the work amount and shortening the construction period are achieved.
