The method comprises the steps that: firstly, the position of a leaking point is determined, the construction site environment is checked, construction safety is guaranteed, then a joint where the leaking point is located is cleaned and polished, and the joint is filled with a water stopping strip; during construction, inclined holes are formed along the joint at intervals, and the inclined holes penetrate through the joint; grouting nozzles are mounted in the inclined holes, and plugging materials are injected into the grouting nozzles through a grouting pump till grout cannot enter the grouting nozzles; and finally, a water stop belt is laid on the surface of the joint. The construction method provided by the invention is easy to implement and good in plugging effect, the plugging material is good in stability after being formed, the water blocking effect is good, the service life of the water conveying culvert pipe can be effectively prolonged, and investment is saved.
