Provided offshore hydrogen production facility comprises a guide pipe frame type main platform, three wind turbine generators with guide pipe frame type horizontal shafts, and three trestles connected with the main platform and the wind turbine generators, and the main platform comprises a guide pipe frame foundation, a deck arranged on the guide pipe frame foundation and a production and living building arranged on the deck. A plurality of solar photovoltaic panels are arranged on a roof of the production and living building, and a hydrogen production module capable of electrolyzing water by utilizing electric energy generated by a wind turbine generator and/or the solar photovoltaic panels to produce hydrogen is arranged in the production and living building. In the wind turbine generators, a first wind turbine generator is connected to the middle position of the side edge, facing the main wind direction, of the guide pipe frame foundation through a first trestle, and a second wind turbine generator is connected to one end of the side edge, back to the main wind direction, of the guide pipe frame foundation through a second trestle. A third wind turbine generator is connected to the other end of the side edge, back to the main wind direction, of the guide pipe frame foundation through a third trestle, and the second trestle, the third trestle and the side edge, back to the main wind direction, of the guide pipe frame foundation are located on a same straight line.
