The invention provides a joint surface water stop structure of a rock-fill dam face plate, a construction process and a rock-fill dam. The surface water stop structure is used for blocking a joint notch between concrete face plates and comprises a flexible gluing layer, a flexible cement gum layer and a flexible plate; the flexible gluing layer is manufactured on a construction site and is embedded in the bottom of the joint notch; the upper portion of the flexible gluing layer is covered with the flexible cement gum layer, the part, not filled with the flexible mortar embedding layer, in the joint notch is filled with the flexible cement gum layer, and the flexible cement gum layer protrudes out of the surfaces of the concrete face plates or is flush with the surfaces of the concrete face plates; and the flexible plate wraps the flexible cement gum layer, is attached to the surfaces of the concrete face plates and is fixed to the concrete face plates. The joint surface water stop structure can solve the problems that in the prior art, concrete face plate joint caulking materials are inconvenient to install, and the water stop effect of a water stop structure is poor.
