A wall body is fixedly connected to the lower side surface of the green belt, the device is stored below the green belt at ordinary times, normal traffic cannot be affected, and when the device needs to be started, a zero-time platform capable of enabling a special vehicle to pass through the position above a front vehicle is built through a slope and a first platform so that tasks of the special vehicle can be smoothly carried out.
