The milling and excavating head comprises a rack and a milling excavator head fixed on the rack, and rotating assemblies for rotationally stirring and mixing a curing agent and a soil body are mounted on the milling excavator head; each rotating assembly comprises spiral baffles, cylindrical bases and milling teeth, the cylindrical bases of the two rotating assemblies are fixed to the two ends of the milling excavator head, the two cylindrical bases are obliquely installed from the top of the milling excavator head to the bottom of the milling excavator head to form an included angle alpha, and the milling teeth installed on the two spiral baffles are oppositely distributed at intervals in a staggered mode; and when the milling excavator head rotates, it is guaranteed that one of the milling teeth of the two spiral baffles evenly mixes the curing agent and the soil body below a center line of the milling excavator head, when the milling excavator head is used for a deep foundation soil body, one of the milling teeth of the two spiral baffles can mill and excavate large hard stone blocks, and the problem that the part under the center line of the machine head of the milling excavator collides with stones is solved, advancing of the base is not blocked, and the construction progress is accelerated.
