The invention provides a mutually-opened vehicle window and a rail vehicle, and belongs to the technical field of rail vehicles. The mutually-opened vehicle window comprises a window frame; two movable window sashes are arranged in the window frame; the movable window sashes are movably connected with the window frame through neutral equilibrium mechanisms; the movable window sashes move up and down by means of the neutral equilibrium mechanisms and can stay at any position of a route; and the two movable window sashes are used in cooperation to be closed or opened, and the opening size and position are adjustable when the two movable window sashes are opened. The mutually-opened vehicle window is used for solving the problem that in an existing railway vehicle running at a low speed, the riding comfort is affected due to the fact that the opening position of the vehicle window cannot be adjusted.
