The invention discloses an environment-friendly and energy-saving rammer for building construction. The environment-friendly and energy-saving rammer comprises a rammer body, wherein the lower surface of the rammer body is sleeved with a steel plate in a damping sliding manner through a sliding groove, a plurality of connecting springs are fixedly connected between the steel plate and the inner top wall of the sliding groove, a plurality of magnetic columns are welded to the upper surface of the steel plate, a U-shaped hole is formed in the inner top wall of the sliding groove, a solenoid coil is fixedly connected to the inner side wall of the U-shaped hole, a function cavity is formed in the rammer body, the U-shaped hole communicates with the sliding groove and the function cavity, and a primary water spraying device and a secondary water spraying device are arranged in the rammer body. The environment-friendly and energy-saving rammer has the beneficial effects that in the ramming process, the rammer can settle dust raised by ramming through atomized water, the dust is prevented from flying to pollute the environment, and the better environment friendliness is achieved; the water spraying amount can be adjusted according to the impact force, and more water resources are saved; and meanwhile, compared with an existing rammer, under the condition that the same impact force is guaranteed, energy consumption is reduced, and more energy is saved.
