The invention relates to a sludge collecting device and an underwater desilting device. The sludge collecting device comprises a main traction assembly, a plow harrow assembly and an auxiliary traction assembly, wherein the main traction assembly is connected with one end of the plow harrow assembly through a steel wire rope, and the other end of the plow harrow assembly is connected with the auxiliary traction assembly through a steel wire rope. A preset distance is arranged between the main traction assembly and the auxiliary traction assembly, the plow harrow assembly is pulled by the main traction assembly to scarify sludge in a drainage channel and gather the sludge towards the direction of the main traction assembly at the same time, the plow harrow assembly is pulled by the auxiliary traction assembly to be gradually away from the main traction assembly and then reset to the initial cleaning position, and in this way, depositing sludge at the bottom of the channel is scarified and gathered. The underwater dredging device comprises a sludge collecting device and a sludge discharging device, wherein the sludge discharging device discharges the sludge collected by the sludge collecting device from the drainage channel, and the purpose of thoroughly removing the sludge at the bottom of the channel is achieved.
