The fixing device comprises a fixing block and a protective shell; the fixing block is connected with the sleeve; the sleeve is connected with the reinforcing steel bar; a limiting groove is formed in the protective shell; the limiting groove is connected with a casing pipe; the casing pipe is provided with a limiting column; the casing pipe is connected with a large umbrella-shaped gear; the large umbrella-shaped gear is connected with a small umbrella-shaped gear; the small umbrella-shaped gear is connected with a connecting shaft; and the connecting shaft is connected with a bearing and a torsion motor. When the reinforcing steel bar and the sleeve are connected, the sleeve is sleeved with the casing pipe, a buckle is closed, and the sleeve can be prevented from sliding through an anti-slip strip and an anti-slip pad; the sleeve is aligned to a threaded column; and the torque motor is started to drive the small umbrella-shaped gear to rotate through the connecting shaft, then the large umbrella-shaped gear and the casing pipe are driven to rotate, and namely, the reinforcing steel bar can be rapidly and conveniently fixed in the sleeve.
