The invention provides an assembled water-permeable energy-dissipation tetrahedral dike plugging member and a construction method thereof. The assembled water-permeable energy-dissipation tetrahedral dike plugging member comprises four water-permeable energy-dissipation panels and a plurality of flexible fasteners, the water-permeable energy-dissipation panels are prefabricated panels, the shape of each water-permeable energy-dissipation panel is an equilateral triangle, and a plurality of holes are densely formed in the water-permeable energy-dissipation panels; and three edges of one water-permeable energy-dissipation panel are correspondingly aligned with one edge of the other three water-permeable energy-dissipation panels, adjacent edges of the other three water-permeable energy dissipation panels are aligned, the adjacent edges of two adjacent water-permeable energy-dissipation panels are locked after the multiple flexible fasteners penetrate through holes reserved near the adjacent edges, and the four water-permeable energy dissipation panels can be assembled into the dike plugging member with the regular tetrahedron structure. The assembled water-permeable energy-dissipation tetrahedral dike plugging member is a quick assembly member, on the basis of high anti-impact stability of a regular tetrahedron, through optimized arrangement of the water-permeable energy-dissipation holes, the water cross section can be reduced, the water flow energy can further be consumed, so that the water flow impact force is obviously reduced, the plugging throwing loss rate is obviously reduced, and the plugging emergency rescue efficiency is improved.
