The invention discloses a steel bar locating and bundling device. A moving mechanism and a bundling mechanism are matched to bundle steel bars; the moving mechanism is used for controlling a vehicle body to move on the outer sides of the steel bars; the bundling mechanism is used for bundling the steel bars; and the bundling mechanism comprises a receiver embedded in the vehicle body. According to the steel bar locating and bundling device, the moving mechanism can be used for controlling the vehicle body to move, the vehicle body can move in the direction of the steel bars through cooperation of limiting wheels and the steel bars and attraction of electromagnets to the steel bars, and the equipment can accurately move in the transverse direction and the longitudinal direction above the steel bars easily; through the limiting effect of the steel bars on the bundling mechanism, joint locating and bundling of a bundling module and the steel bars are achieved, and the steel bars can be continuously and accurately bundled easily; and through cooperation of the electromagnets, the limiting wheels and the steel bars are separated and fixed, the equipment is horizontally moved through a horizontal moving mechanism, the steel bars can be continuously bundled without turning the direction of the vehicle body, and the work efficiency is improved.
