The device comprises a groove formed in a road surface and located above a crack, a steel plate arranged in the groove, a plurality of vent holes formed in the middle of the top face of the steel plate, a plurality of threaded through holes formed in the two sides of the top face of the steel plate, a plurality of fixing threaded holes formed in the bottom face of the groove and corresponding to the threaded through holes, fixing bolts which are screwed in the threaded through holes and the corresponding fixing threaded holes, pouring holes which are formed in the road surface, mortar can be conveniently poured into the cracks through the pouring holes, and the mortar is arranged in the cracks from bottom to top, so that air bags are prevented from being generated in the mortar, and the firmness of the mortar is not influenced; the steel plates can be fixed in the grooves through the fixing threaded holes, the threaded through holes and the fixing bolts, the steel plates can reinforce cracks and can also reinforce poured mortar, and the mortar can enter the grooves from the cracks through the vent holes.
