The invention discloses quick-acting setting cement mortar which is characterized by being prepared from the following raw materials in parts by weight: 80-120 parts of cement, 3-7 parts of wood wool fiber, 5-15 parts of cellulose, 3-8 parts of a quick-acting coagulant, 15-35 parts of carborundum, 25-45 parts of dry coal ash and 10-35 parts of river sand. The preparation method of the quick-acting setting cement mortar according to the claim 1 comprises the following steps: (1) adding the wood-wool fiber, the cellulose and the quick-acting coagulant into the cement, drying and sieving the filler, adding into the cement, and fully stirring in a stirrer to prepare mixed mortar dry powder; and (2) during use, transporting the mixed mortar dry powder to a construction site, adding water, carborundum, dry coal ash and river sand on site, and stirring to prepare mortar for construction. The mortar is high in bearing capacity and longer in service life. The anti-freezing effect is better than that of ordinary cement mortar, the conventional cement mortar cannot be used for construction at the temperature of-3 DEG C, and the mortar can still be used for normal construction at the temperature of-7 DEG C.
