The method comprises the following steps: manufacturing an asphalt mixture cylinder with the outer diameter smaller than the bore diameter of a drill hole and the thickness smaller than the thickness of an asphalt surface layer; putting a binding material and an asphalt mixture cylinder into the drill hole; and leveling the asphalt mixture cylinder. According to the method, filling can be conducted at any time, filling and compacting are simple, the porosity reaches the standard, filling is smooth, and the filling quality is guaranteed.
