The construction process comprises the following steps that a leveling layer is arranged on the outer side of a side wall to level the side wall, wherein the flatness of the leveling layer is not less than 0.1 mm; a dredging layer is arranged on the outer side of the leveling layer, the dredging layer is provided with first drainage channels and second drainage channels, and the first drainage channels communicate with the second drainage channels located on the side portion; geotechnical cloth is arranged on the outer side of the dredging layer; the waterproof mortar is evenly sprayed to the surface of the geotechnical cloth to form a waterproof mortar layer, wherein the waterproof mortar contains a FS101 mortar waterproof agent, and the mass ratio of the FS101 mortar waterproof agent is not lower than 3%; and a thermal insulation layer is arranged on the outer side of the waterproof mortar layer, and a surface layer is arranged on the outer side of the thermal insulation layer.
