The sound insulation device comprises a bottom plate, wherein a water bag is fixedly mounted in the center of the upper part of the bottom plate, air bags are fixedly connected to the two sides of the water bag, the bottoms of the air bags are fixedly connected with the bottom plate, a limiting device is arranged on one face of the outer side of each air bag, and an inflation valve is arranged on the lower edge of each air bag; and a water inlet valve is arranged below the water bag, a control valve is arranged above the water bag, and fixing devices are symmetrically arranged on the edge of the bottom plate. Mounting of the device can be completed through air inflation and water filling, the operation process is convenient and rapid, sound wave propagation can be weakened through blocking of two different propagation media of the water bag and the air bags, and the sound insulation effect of the device is achieved.
