The invention discloses a sine wave based artificial wave making device and artificial wave making method. The sine wave based artificial wave making device comprises a wave making plate and a plurality of wave making units arranged in sequence, wherein each wave making unit comprises a linear power driving unit, and the output end of each linear power driving unit is in transmission connection with the wave making plate; and the linear power driving unit of each wave making unit drives the wave making plate to linearly reciprocate through the output end, and a sine wave moving in the arrangement direction of the wave making units is formed jointly to push a water body to form waves in the same direction as the sine wave. The technical effects of increasing the wave frequency, flexibly adjusting the wave frequency and meeting the use requirements are achieved, and the problems that in related technologies, waves generated by an artificial wave making device are relatively low in wave frequency and cannot meet the requirements of training, competition and entertainment are solved.
