The invention discloses a secondary stirring device and a paver. The secondary stirring device comprises a driven shaft, two driving devices and two stirring assemblies, the two driving devices are symmetrically arranged at the two ends of the driven shaft respectively, the two stirring assemblies are symmetrically arranged on the driven shaft respectively, and the two driving devices drive the two stirring assemblies to rotate while driving the driven shaft to rotate. The secondary stirring device can perform secondary stirring on material particles in the material conveying channel of the paver, so that the material particles in the material conveying channel of the paver become more uniform, and segregation of the material particles is reduced; meanwhile, the secondary stirring device can slightly drive the material particles to the two sides of the material conveying channel, and the situation that the material particles are accumulated in the middle of the material conveying channel, and consequently the material particle distribution effect is affected is avoided.
