The invention discloses a rainwater collecting and discharging ecological system which comprises a road rainwater recycling system and a roof rainwater collecting system; the road rainwater recycling system comprises a road rainwater collecting well, a road rainwater discarding device and a road rainwater settling pond; and the roof rainwater collecting system comprises a roof rainwater collecting well, a roof rainwater discarding device, a roof rainwater settling pond, a roof rainwater filtering pond and a roof rainwater storage pond. According to the rainwater collecting and discharging ecological system, road rainwater is high in water quality pollution degree and complex in water quality, and the road rainwater is pretreated to a certain degree through the road rainwater recycling system and then fed into an underground water connecting channel; and the roof rainwater quality pollution degree is relatively small, the water quality is relatively pure, and the roof rainwater meets a standard of recycled water after being correspondingly treated by the roof rainwater collecting system. According to the rainwater collecting and discharging ecological system, accumulation, permeation and purification of the rainwater in urban areas are realized to the greatest extent, and utilization of rainwater resources and ecological environment protection are promoted.
